Yes, it is 100% free to create your Google Ads account. Of course, you will need a budget to give to Google for your ad spend, but how much you give is up to you. Whether that's £1 a day or £10 a day. Entirely up to you. Even more, if you do not wish to launch the campaign and only use this as a learning experience, that's absolutely fine.
